William Pickens once of Little Rock now in Chicago is proposed as Hayti's emperor to organize an army and acquire ships, provisions, and land titles. The plan envisions a US styled corporation state with citizens as stockholders and no jails, sending criminals to sea. Pickens, Yale prize orator, is backed by N L Musgrove of Sturgis Kentucky.

Benson Wood of Effingham chosen commander in chief of the Illinois G A R. He served in the Thirty-fourth Illinois volunteers reaching the rank of captain. Born in Pennsylvania in 1839.
