Opium and coca law registration and penalties in 1914 act
The act requires registration with the collector of internal revenue for anyone producing importing manufacturing or distributing opium leaves or derivatives starting March 1 1915 with a $1 registration fee and $1 annual tax. Exempt are army navy health service prisons and certain government buyers. Unlawful sale or handling without a written order and records with two year retention. Penalty up to 2000 fine or five years imprisonment. Also reports required and blanket seizure rules.
