Daft Bill Passed to Raise Enlisted Pay in War Draft

Both chambers enacted administration legislation to raise pay for soldiers and authorize a selective draft. Senate votes 81 to 8 for the bill, 69 to 18 against volunteer plan. House votes 397 to 24 for the bill, 313 to 109 against volunteer plan. Ages 21 to 27 in Senate version, 21 to 40 in House. Roosevelt volunteer recruitment provision added in Senate, House rejected. British Hold New Ground In Bitter Front Fighting

London reports continuing heavy combat as British offensives press toward Monchy and Rouex. Women's Clubs to Celebrate Fort Dodge Anniversary

Drowned boat accident on the Mississippi near Keokuk

The bodies of Jesse Humphrey and Harvey Skates were recovered after their boat overturned in the Mississippi River near Keokuk while returning from Warsaw. Frank Brassil survived by clinging to the hull for over two hours, though he was exposed and in a varied condition.
