Exhaustive Potter report on Albuquerque sewer needs

At an adjourned city council meeting Alexander Potter of New York presented a lengthy review of Albuquerque sewers. He states the system, built about fifteen years ago, is inadequate and outgrown, with joints failing from quaking ground. He urges broad improvements and new grading, outlining lifts and flush systems, stricter plumbing enforcement, and detailed surveys before any vote on a funded plan. He notes current disposal relies on the Rio Grande and cautions future disposal methods, estimating initial costs around 25,000 for essential upgrades and about 7,000 per mile for new sewers, urging prompt action for a growing city.
