St Catherine's Guild met to schedule the annual church picnic for August 14 at 6 40 p m on the church lawn with potluck dishes and guild furnished ice cream. Iowa Plans Revisions to Traffic Penalties and Licenses
The State Department of Public Safety plans a wholesale overhaul of traffic penalties and procedures within a month. Deputy commissioner James P. Hayes said the program will be tougher in some areas and more flexible in others, including new license exams for violators and those involved in fatal crashes. Minimum suspensions were adjusted, with 80 days for 21 to 30 mph over and 60 days for 41 mph or more over the limit, while patrolmen gain discretion in enforcing penalties.

Supreme Court rules spike snow tires illegal in Iowa
The Iowa Supreme Court ruled unanimously that studded safety spike tires are illegal on state highways. The decision reverses Polk County District Judge Gibson C. Holliday, who had found the statute ambiguous. Chief Justice Theodore Garfield wrote that the law clearly bans protrusions beyond tire tread and should not be reinterpreted. The court noted evidence of wear and damage from spikes.
