Washington July 10 The treaty between the United States and Colombia for the Panama Canal construction is completed and will be signed within 48 hours. In yesterday talks Secretary Hay and William Nelson Cromwell counsel for the Panama Canal Co and special Colombian counsel agreed to accept the final treaty submitted to Congress last May with Hay’s changes. Hay is gratified with terms favorable to the United States and Concha the Colombian minister has accepted them.
