Xinhua reports a strong quake in Sichuan on Friday injured 54 people and destroyed 4 269 houses while killing 300 animals. No human fatalities were reported as most were in fields or away from collapsing homes. eight people were seriously injured.

Volunteers depart with collected supplies and may aid in cleanup as needs are assessed. Local public safety and public works teams join the relief effort.
Charleston reels from Hugo with 18 storm deaths in the Carolinas and two in Virginia. Up to 500000 people without power as generators run hospitals on emergency power and lines form for fuel. Officials estimate $3 billion in losses, with Charleston alone near $1 billion. Recovery stretches days.
Presidents Bush and Gorbachev agreed to a spring or early summer summit next year after the weekend talks produced several accords. Soviet Foreign Minister Shevardnadze announced Moscow would move toward a long range weapons treaty despite objections to the Star Wars program. Bush spoke from Maine about broad agenda items including arms control and human rights.
