Winfield Alabama hosts the 15th annual Mule Day as proud mule owners from several states display their animals. The event features a cart ride with two mules pulled by two strong men and a charity component. It honors the mule, started by Cart Estes in 1975 after a Chamber of Commerce suggestion to celebrate a historic, backbone animal.
An explosion at the Royal Marines School of Music near Deal caused a building to collapse with eight confirmed dead. Thirty people were at Sarna. up to 18 were trapped or missing. The blast struck at 8 26 a.m. in a lounge near the barracks, prompting a forensic inquiry and a heavy rescue response.

Hurricane Hugo drenched Aiken with 3.03 inches of rain and winds gusting to 45 mph. Trees fell on homes and branches littered roads while outages affected about 1,000 customers in Gaston and Pelion areas. power was expected to be restored by mid afternoon.
Harriett Skinner reports Edgefield district had scattered outages mainly around Mar tintown Road in North Augusta while Aiken district saw isolated outages. About 200 to 300 customers were affected at times with New Ellenton hardest hit. Power was to be restored by midday before crews moved to other areas of South.
Hurricane Hugo plows ashore in South Carolina with 135 mph winds killing at least three, leveling buildings and leaving hundreds of thousands without power. Early deaths reported in North Carolina and South Carolina as rescue crews search wreckage.
In Washington the textile lobby secured a win as a House trade subcommittee dropped a provision for duty free imports of textiles apparel and shoes from Caribbean nations from a Bush era trade bill. Rep. Sam Gibbons chaired the move after Rep. Butler Derrick threatened to oppose concessions.
Evacuees from Charleston area find temporary refuge in Aiken County shelters run by the Salvation Army. Capt. Jerry Lyles reports about 62 people stayed overnight at Red Shield Lodge and Citadel Building, including a three week old infant. Downs trees and brown transformers noted by Emergency Services Director Richard Powell.
