Isabel moved northwest at about 14 mph toward North Carolina and Virginia, bringing 12-foot surges and 40-foot waves off Virginia capes. The storm could spawn isolated tornadoes in eastern North Carolina and southeastern Virginia and remnants might reach Quebec by Saturday. Governors declared emergencies in West Virginia and Delaware, with about 8,000 people ordered to evacuate and federal offices closed.
