Six Lifers Remain in Local Jails Under Trusty Program
Six inmates serving life for murder in South Carolina are housed in county jails rather than state prisons, with at least one working outside the walls. Nathan Lipscomb, a former Gaffney optometrist, has been at Pickens County jail since 1994 as a state inmate worker, cutting grass and trimming weeds. The program saves communities about $10 million annually and uses 39 local jails statewide. Jail officials screen inmates. some object to life-term offenders in the program. Local officials and victims groups question the policy and potential risks to public safety.
