Rayford A. Hill, 32, filed a post conviction relief petition in Aiken County asking a re opening of his case and a re sentencing that could add 22 years to his prison term. He argues Judge Victor Rawe illegally reduced a possible 30 year term to eight years on November 18, 1998 and ordered fines of 200, the court costs 100, to be paid after release. Hill was arrested September 24, 1998 for crack cocaine with intent to distribute. Assistant Public Defender Wallace Alves said judges cannot suspend sentences and grant probation in such cases, though she noted some disputes.
