Merits Of Bottle Bill Debated At Hearing
A South Carolina hearing examined a proposed bottle bill requiring deposits on beer and soft drink containers. Proponents led by Rep Ed Simpson and Harriet Keyserling argued litter reduction and resource savings, while opponents warned of higher costs, job losses, and market changes. After about 25 witnesses, committee chair Cal Huge said a recommendation would emerge for the Governor's Council on Natural Resources and the Environment. Simpson pledged another bill in 1985 seeking a 5 cent deposit on all malt and carbonated beverage containers.
