Gov Nikki Haley will not seek federal money to start a health insurance exchange in South Carolina. She and DHHS head Tony Keck say exchanges are not right for the state and that federal rules are unclear. The plan could cost about 5.3 million in 2012, with 16 states and Washington DC already taking funds.
