Should more NFL teams go for it on fourth down

Economics professor David Romer analyzed 20 000 first quarter plays across 732 regular season games from 1998 to 2000 and argues coaches should gamble more on fourth down not just near scoring territory but from most field positions. He notes only 43 percent success on fourth and short near the goal line and says the payoff can justify risk. Steelers coach Bill Cowher cautions that intangibles like momentum and injuries complicate decisions.
