Washington AP reports that four years after deadly dam collapses, no dam has been inspected under the new safety law. The inspection program remains unfunded due to disputes over who inspects and pays. Over 49,000 nonfederal dams fall under the law, with no federal funding, no White House request, and reluctant state budgets.
Lawyers for Rep. Wayne L. Hays and the House Ethics Committee negotiate a potential resignation in exchange for halting the payroll sex probe. A timing dispute emerged over the effective resignation date Sept 8 and the suspension of the inquiry upon delivery of the resignation letter. The Justice Department also investigates whether to prosecute, unrelated to any resignation.
The House of Representatives weighs whether to block the automatic 1976 pay raise for members of Congress. If approved, salaries rise from 44 600 to about 46 740. Both parties show strong interest in amending the legislative appropriation bill to deny funds for the increase.
