Convicted rapist to face judge who rejected rehab
Kenneth Glenn Hinson, 48, a convicted rapist, was to appear before Circuit Judge Edward Cottingham, who six years ago rejected sending him to a secure rehabilitation program. Hinson was convicted in 1991 of second degree criminal sexual conduct and freed in 2000 after review committees urged indefinite mental health commitment. He is charged with kidnapping and raping two teenage girls in an underground room behind his Columbia home.
