Soviet premier Alexei Kosygin left for Cuba after an eight day Canadian itinerary. He was greeted with mixed reception in Ottawa and Vancouver as demonstrators harassed him along the route.
With Nixon's troop withdrawal announcement near, the Air Force informs personnel that Vietnam tours may be shortened and awaiting orders for Southeast Asia could receive different assignments. The message warns that future operational programming may bring turbulence in Southeast Asia personnel assignments.
British troops fought snipers across the Irish border in a 45 minute exchange. Soldiers returned fire as frontier roads were blown up to curb arms smuggling into the north. Earlier street battles and a Longkesh internment camp riot left four hostages captured and later freed unharmed. Police found a young man shot in an alley in Belfast.
In Qui Nhon a gas leak from an Esso pipeline ignited a fire that destroyed about 250 Vietnamese homes. A 7-year-old boy was found dead in the ruins after the blaze. Officials counted 1,000 to 1,400 homeless with several injured. An American officer noted locals blamed the U S Army, while others argued Esso was not the Army.
Chrysler Corp plans price increases as soon as Phase 2 of Nixon's program begins. Chairman Lynn Townsend said price rollback on 1972 cars erased cost gains, hurting profits and signaling the need for a price rise once Phase 1 ends.
Princess Anne lands in Hong Kong for a seven day royal visit, her first solo overseas trip as an official. Acting Governor Sir Hugh Norman Walker welcomes her after arrival from Turkey aboard a Royal Air Force VC10 amid high security and warns of planned protests.
Mrs Dwight D Eisenhower is in excellent spirits after admission to Brooke General Hospital for an annual physical examination. The former First Lady arrived in San Antonio Monday for a visit to Fort Sam Houston and was admitted to Brooke at 8 p.m.

Former astronaut Walter M. Schirra Jr his wife and daughter escaped injury when a light aircraft he was aboard veered on takeoff in CREEDE Colorado. One of two engines aboard the plane piloted by Schirras employer Frank Compton failed during takeoff Monday.
The Aiken Barnwell Allendale district has the lowest physician and bed per capita in South Carolina, with Aiken driving the ranking. Money for a new hospital property was appropriated about 28 months ago, but no land has been purchased. The editorial stresses urgent need for a hospital.
Antiwar demonstrators plan a White House march to deliver an eviction notice to President Nixon as rain dampens events. Rennie Davis led about 400 youths urging civil disobedience while police denied permits and preparations included a Washington Monument gathering and a trans Atlantic call from Paris peace negotiators.
North Vietnamese and Viet Cong launched five small attacks north of Saigon including a daylight ambush on a U.S. convoy. Eighteen South Vietnamese troops and one U.S. soldier were killed along with one enemy fighter. 17 South Vietnamese and two U.S. soldiers were wounded. Two of three 10 ton trucks were destroyed as about 40 attackers fired mortars rockets and guns 50 miles northeast of Saigon. Enemy losses were not known.
Senate war critics push an amendment to the foreign aid bill requiring U S troop withdrawal from Indochina within six months and barring most military activity there except for withdrawal and protecting withdrawing forces. The move, backed by Foreign Relations Committee members, could block adjournment by Dec 1.
The United Nations General Assembly admitted the People's Republic of China by a 76 to 35 vote with 17 abstentions, expelling Chiang Kai-shek's Nationalist regime. Britain, Canada, France and others joined abstentions or opposition as Taiwan departed after the decision. Peking received notification within an hour.

In Columbia South Carolina vigorous objections arose as the House fought a six member committee to rewrite the Senate reapportionment bill. The Senate sought broader rewriting powers while debate centered on creating 22 districts and residency rules affecting smaller counties.
