The 74 year old Fulton J Sheen resigns as head of the Rochester Diocese saying he will return to New York City to spend himself in works the Lord sees fit He mentions preaching lecturing writing and a possible radio and television program without details Pope Paul VI grants him the title of archbishop in accepting the resignation during a Vatican audience last May.

Congress approves bank incentive for student loans

Congress passed a bill to spur banks to make federally guaranteed student loans by offering an incentive allowance equal to up to 3 percent interest, potentially totaling 10 percent with full payment. The measure, in response to the 8 percent prime rate, sets quarterly incentives by the secretary of welfare and covers loans issued between August 1 and July 1, 1971.

Pipeline Fight Over Georgetown Gas Franchise

The South Carolina Public Services Commission weighed territorial rights against public interest as Carolina Pipeline Co and SCE&G argued who should serve Georgetown with natural gas. GNP Rises 17.5 Billion In Third Quarter

The Commerce Department reports July August and September GNP up 17.5 billion to an annual rate of 942.3 billion. Output volume rose two percent while prices jumped five percent, inflated by a July federal pay raise. Without the pay rise, prices rose about four percent.

Gunmen overtook a bus carrying 32 prisoners to a court hearing in northwest Montreal and freed nine inmates. Allied analysts report two NVA regiments in the southern Delta with a third possible, boosting North Vietnamese presence near Chau Doc and Long Xuyen. Reform School Move Sought In South Carolina

The South Carolina Board of Juvenile Corrections requests 6.7 million to move the Florence Reform School to Columbia and to upgrade three other schools. An additional 2.7 million operating funds are urged for 1970-71 to hire more staff and create a shared chapel facility at the combined site.

Fair Attendance Hits Record High at Aiken County Fair

Despite a slow start, the Jaycee Aiken County Fair drew about 8 000 attendees Wednesday night with steady foot traffic and long lines for rides. The Barefoot Five performed country and western music while the Henchmen, winners of this year's Battle of the Bands in Aiken, were slated to perform at 10 p.m. after football action. The fair opens at 1 p.m. Saturday, traffic direction is managed by the South Carolina Highway Patrol, and no accidents have been reported under a 35 mph speed limit near the fairgrounds.

Telegrams Back Nixon War Policy

The White House says telegrams from the public during a 24-hour period ending Thursday morning favored Nixon Vietnam policies by more than 4 to 1. About 1,300 supported the course while 300 urged different actions. Telegrams from Western Union in Washington total thousands not yet relayed.

Two Graniteville youths jailed for night club break-in

Two Graniteville youths John Edward Brown 18 and Johnnie Mathis 17 pleaded guilty to housebreaking and larceny in Aiken. They were sentenced to an indeterminate time in the Youthful Offenders Division of the DOC not to exceed five years for stealing 200 from the Calypso Club on Highway 1. Investigators said machines and a jukebox were ravaged and a club credit card was found on one defendant.
