About 30 people rallied in downtown Spartanburg as part of an offshoot to the Occupy Wall Street protests in New York City. State agency to bar rallies from obscuring monuments
Nine months after complaints about the NAACP backdrop around the George Washington statue, the Budget and Control Board requires rally organizers to acknowledge rules preventing obstruction of the Statehouse grounds and monuments. The NAACP had set a three panel backdrop on the steps, saying it served as a backdrop not an insult. The panel cites concerns over obstructed views of monuments to Strom Thurmond, military and African American history, while officials push clearer access rules. Budget director Marcia Adams also says a secured Capitol complex system first installed in 2008 will be reactivated, costing about six million dollars, to control entry via a card system and sensors.
