The Senate Finance Committee, opposing Carter energy taxes, studies ways to spend to shrink oil imports over eight years. The target is cutting from about nine million to six million barrels daily by 1985, matching Carter’s goal. The panel has rejected Carter’s four proposed taxes as the conservation plan’s core.
Israeli Foreign Minister Moshe Dayan said in Atlanta that Israel's trust in President Carter has been strengthened by the U.S. agreement to a working paper for new Mideast peace talks in Geneva. He thanked the joint U.S.-Soviet statement seen as leaning toward the Arabs. Dayan, Carter, and top State Department aides held a five hour late night meeting to secure the document.
