North Augusta Sewer Plan Sparks Council Debate
Two rival views of North Augusta sewer expansion were aired by Aiken County Council. Belvedere businessman Melvin Monitor warned annexation could raise permit fees and spur relocation if a pending General Assembly bill allows annexed enclaves to be absorbed by larger towns. City engineer Roger Le Duc outlined costs and funding uncertainty for trunk lines and the oxidation lagoon, noting the project may require about ten million dollars in local funds and possible but uncertain federal support. He said the lagoon could be expanded if more residents joined, and a PSA appointment for Le Duc was narrowly defeated after a tied vote.
