Two liberal senators Abourezk and Metzenbaum say they are within two votes of victory as the Senate stalls over natural gas deregulation. Tests show supporters may win, but the pair vow to continue the filibuster to push lower home heating costs.
President Carter mulls a five dollar per barrel tariff on imported oil if Congress rejects his plan to raise domestic crude taxes. Energy Secretary James Schlesinger said the levy would lift gasoline by five to seven cents per gallon, matching the original proposal.

The council will discuss an ordinance authorizing a 1.452 million contract with Cecil's Inc for a county nursing home. The package includes land adjacent to the Aiken Community Hospital site and no separate land or build costs. Cecil's, a Spartanburg firm, held an option on 15 acres and negotiations culminate in a turnkey project awaiting two more readings and a public hearing.
