It also mandates at least 75 percent of Food for Peace credits go to nations with per capita GNP of 300 dollars or less, with Senate backing 250 dollars or less.
Secretary of State Kissinger says American Soviet relations are threatened by Russian intervention in Angola's power struggle. He notes Moscow could restrain itself but time is running out and continuing intervention threatens other ties. He cites weapons buildup and Russian support for one faction amid competing Beijing and Washington backing.
Quinlan asked a Morristown, New Jersey court to name him guardian of Karen Anne, a comatose daughter, and to stop a Nov. 10 ruling that appointed Daniel R. Coburn as guardian with authority to decide medical treatment including life-sustaining measures. He alleges Coburn is hostile to him and his family and asked for a stay of the decision.
The Ford administration contemplates asking Congress to amend or repeal a price discrimination law for small merchants. Hearings are set for December 8 to 10 with economists, businessmen, lawyers, and officials invited. Officials expect a legislative proposal after the hearings. Some see the statute as harming consumers by restraining competition and keeping prices high.
Aiken County Community Action Commission CAC officials and the 17 member evaluation team leader declined comment on a three day assessment and exit meeting. Four commissioners including Ray have received the allowance since July, totaling $400 each with five months of vouchers on file.
Maryland Governor Mandel and five associates face a 24 count federal indictment for mail fraud and racketeering linked to a defunct horse race track. The charges allege influence trading for money with three close allies also named in the case. Mandel vows to prove innocence and continue in office.

The bid totals include medical and surgical items, instruments, implants, and office equipment plus discounts on drugs and solutions, with a Dec 3 resolution deadline and a heated bid opening discussion among local officials.
