Congress agrees to shut the nation’s only anti ballistic missile base while conferees spar over total arms spending. The Senate defense bill totals 112.6 billion for 15 months ending Sept 30, 1976, 8.3 billion below Ford’s request. the House bill was 111.8 billion for the same period.
Thai planes strafed Lao positions as Thai and Laotian guns fought across the Mekong border while Thai marines and frogmen recovered a navy man’s body from a grounded patrol boat. The boat remained aground as Bangkok sought to downplay the crisis despite a Lao government accusation of sovereignty violation.
Morocco's 350000 volunteers in the Spanish Sahara were ordered to break camp and prepare to return home after Spain's parliament approved legislation to transfer the territory to Morocco and Mauritania. Military sources said convoys would depart Tarfaya soon. King Hassan declared the march a triumph.

Police attribute the attack to the Irish Republican Army amid a spate of London bombings targeting the rich and famous. Theodore Williams, 49, is named as the dead man. the bomber’s device was described as designed to kill and injure.
President Ford’s administration hints at possible federal aid to New York City amid its fiscal crisis. Reports say a three year loan guarantee totaling about 2.3 to 2.5 billion may be offered if reforms and tax measures pass, with balance hoped within three years. House debate on loan guarantees and bankruptcy measures continues as New York State Legislature actions are awaited.
Jesse M. Carlton is named personnel director for the Aiken County Hospital, employed by Hospital Corporation of America. Carlton, a native of Aiken County and University of South Carolina graduate, was formerly with Burroughs Corp and will oversee staffing as the new hospital opens.
