A new Department of Energy office will hire 80 people to oversee plans for weapons production reactors at the Savannah River Plant and Idaho National Engineering Laboratory. The office has a 60 million dollar first year budget and aims to supply tritium gas for U.S. nuclear weapons. A Boise public hearing drew both supporters and opponents.
A Sept 30 congressional hearing detailed a series of SRP reactor operating incidents, some potentially serious, raising questions about safety and oversight. DOE notes referenced on page 15.
Gov. Carroll Campbell announced support for a mandatory seat belt law tied to insurance reform, citing rising traffic deaths and insurance costs. He urged enforcement only with additional moving violations and highlighted potential insurance rate reductions as a companion measure. Senators Lourie and Land planned a belt bill separate from insurance reform, with Representative Brown proposing a 5 percent rate cut linked to belts.
Lourie said momentum is rising for seat belt legislation as some opponents shift positions and Campbell's backing helps. Senate Transportation Committee chair Lourie noted changes while House Majority Leader Beasley of Darling ton, once critical, says he is reconsidering partly due to insurance concerns. Laurie questioned Campbell tying the issue to auto insurance.
Dorothea Puente a 59 year old landlady was arrested in Los Angeles after bodies of seven tenants were unearthed at her Sacramento boarding house police say she killed tenants to collect Social Security benefits. Puente was tracked to a Royal Viking Motel after a tip to CBS and appeared calm as she was taken into custody.
