London AP reports a small fire aboard a West German destroyer taking part in NATO drills in the English Channel. The Ministry of Defense said there were no injuries or major damage and a spokeswoman called the blaze fairly small.

South Carolina's Solid Waste Task Force will unveil a 21 page plan in the Blatt Building at 10 a.m. The recommendations create a Solid Waste Policy Board and seek up to a 25 percent landfill mass reduction mainly through mandatory recycling. Surcharges on landfill users would fund cleanup and discourage waste. The package calls for household business and school waste reductions, waste to energy projects, and broad recycling programs. Sen. Tom Moore chaired the nine month effort. The plan aims for a long range program through the 21st century, with many goals voluntary and dependent on cooperation among individuals governments and industries. Citizens must act now to address growing landfill problems.
