Pablo Santiago 26 was captured after a chase when a Rottweiler bit him on the back and legs. He fought the dog by biting the canine in the neck before deputies stopped the van for an expired plate and found it stolen. He was booked at Los Angeles County USC Medical Center jail ward on auto theft charges.
