Washington diplomats call the Carter election an enigma as the incoming president lacks long Washington service and has drawn advice from both liberals and conservatives. They say it is hard to gauge future U.S. foreign policy directions amid his campaign critiques of Ford from both sides.
President elect Jimmy Carter has contacted most congressional leaders to smooth the path for his administration and tax reform plans. Senate Finance Chair Russell Long and House Ways and Means Chair Al Ullman say liaison talks are set and Carter aims to meet top leaders in both chambers.
A Kiplinger Washington Letter report said former South Carolina Governor John C. West, 54, was being considered by President-elect Jimmy Carter for Secretary of Commerce. West said he had not been contacted, but would not easily decline if offered. He remains in Camden practicing law.
The Commission on Executive, Legislative and Judicial Salaries opened hearings on salaries for about 2400 federal workers including Congress members, judges and Cabinet officials. President Ford will receive recommended scales to include in his January budget, and pay increases would take effect automatically unless vetoed by Congress within 30 days.
Dr William A Triebel of New York received $785,114 in 1975, the highest Medicaid payment among 2,553 physicians dentists pharmacies and laboratories earning over 100000. The total for these providers reached $445.3 million, 16.3 percent of the $2.7 billion spent on care for 23 million poor Americans last year.
Chicago AP reports mayors reacted with frustration as Carter sent a lightweight to the urban strategy session. One mayor said he was angered by the move while another questioned Samuels position and its meaning for Carter's support among big city leaders.

Dr J Carroll Chambers of the Lower Savannah Health District says flu shots are safe and free but local residents may respond slowly to the six county program starting today at the Aiken County Health Department. He notes no link between deaths among some vaccine recipients and the shot.
Charles Margret, Southern Railway public relations manager, announced start of right of way clearing for the Aiken Warrenville line. Completion expected by December with rail restoration on a half mile section and timbering and resurfacing elsewhere. The reopening cost remains near 1 million dollars.
The City of Aiken annexed 114 acres last night in a council meeting. The Quail Run Development Corp owns the land with parcels on Powder House Road Pine Log Road and Banks Mill Road. Zoning includes professional residential and neighborhood business with futures for apartments.
