In Helsinki the Soviet side questioned a religious group slated to meet with Reagan in Moscow prompting the cancellation of one of five planned sessions. White House spokesman Marlin Fitzwater called the move routine and said six hours with Gorbachev remains on the schedule with expanded remaining talks.
Washington critics from both parties applauded the collapse of U S negotiations to push Manuel Noriega from his Panama post. Secretary Shultz announced Noriega refused resignation and temporary exile, with no further talks planned and no immediate military action disclosed.
The Commerce Department reports the United States economy grew at a 3.9 percent annual rate in January through March, much stronger than the previous 2.3 percent estimate. Most of the revision comes from a smaller foreign trade deficit.
The gross national product fell at an annual rate of 167 billion dollars in the first quarter, marking the sharpest narrowing of the trade deficit since a 24.8 billion dollar drop in early 1980. Earlier estimates had favored a much smaller 3.6 billion decline.
The Department of Energy and environmentalists plus South Carolina health officials outline a plan to close two major hazardous waste dumps at Savannah River Plant and develop closure and monitoring plans for three others. The agreement gives the state a regulatory role, aiming for a cleaner SRP and greater compliance with laws.
The House Senate conference compromise on a large Medicare expansion awaits final approval. Health officials back the plan with President Reagan expected to sign. The measure expands hospital stay coverage and drug benefits with out of pocket thresholds and rising premiums to fund the program.
