Aiken County Council approved first reading of an 8.1 million 1978 79 budget ordinance signaling a 10 mill increase. The measure also allows 200 000 from hospital funds for indigent care. Four motions failed before a 6 4 final vote amid warnings of tighter controls as second and third readings loom.

Citizens pressed Aiken County tax assessor William J. Coleman about property reappraisals at a special Aiken County Council meeting. Coleman admitted being exhausted and said his office is understaffed while answering questions from the public and council.
U S District Judge Merhige denied a mistrial motion in the Medicaid fraud case against Dr Allan G Thurmond and office assistant. Terrell L Glenn alleged forged signatures after witness Jean Y Smith testified she did not sign a Medicaid form. The case involves 34 counts claiming $28910 paid for services not performed. Thurmond is an obstetrician gynecologist.
