Robert F. Atkins pleaded guilty to the August 2000 murder of 17 year old Jessica Carpenter at her Aiken home after sexual assault. He also pleaded guilty to criminal sexual conduct first degree kidnapping firearm possession and burglary first degree and will be sentenced by Judge Diane Goodstein on Monday. The death penalty was withdrawn as part of the plea negotiations with Second Circuit Solicitor Barbara Morgan.
A memorial honoring the nine lives lost in the 2005 Graniteville train derailment will be unveiled at 11 a.m. Saturday at the intersection of Aiken Road and Canal Street. Avondale Mills donated the land, the community has raised over 30000 dollars in contributions, and the ceremony will include prayers, music by the Abraham Quartet and Midland Valley Band, a bagpiper, and lunch for attendees.
Aiken County will levy a $24 per residence annual stormwater fee in unincorporated areas to fund a mandated program costing over 1.6 million dollars. Businesses will pay higher rates based on size as officials estimate initial capital costs of about 600 thousand dollars plus staff expenses. The plan follows a federal mandate routed through the state to local governments and will rely on equipment purchases and ongoing depreciation. County Administrator Clay Killian notes uncertainties as the program evolves and budget sessions begin. City of Aiken and City of North Augusta already charge monthly stormwater fees, with Aiken’s past program starting at 2.80 dollars per month, later raised to 3.22.
