Aiken County Councilman Ray Garvin district 1 said Saturday night he intends to resign. Garvin, a Democrat who defeated Fay Hatcher by 2 votes in 1986, cited ongoing health issues and hospitalization after consulting with his wife. He sent his resignation letter to County Administrator W. Scott Barnes last week.
