Palmetto Federal Savings and Loan, based in Aiken, promotes Richard W. Herring to vice president and treasurer and Darrell R. Rains to assistant vice president and controller. Herring joined in 1984 as vice president and controller with accounting duties. Rains joined in 1984 as assistant controller and is a CPA and former Griffin, Wade and Co. senior auditor. The bank operates 15 South Carolina branches and has assets around $325 million.
