Pension reform may cost South Carolina cities and counties
South Carolina municipalities face higher funding needs as the General Assembly approves the Pension Reform Act. Governor Henry McMaster says the move will add 827 million dollars in pension funding by 2023 by raising employee and employer contributions to the retirement system and the Police Officers Retirement System. The plan reduces the assumed investment return and amortization period, seen as a first step to stabilize funding, but it does not address a date certain transition to a defined contribution plan for new state employees.
