The House approved a 1 billion emergency measure to lower mortgage interest rates for buyers with incomes up to 30 percent above area medians. First time buyers gain priority as subsidies flow through lenders to reduce rates by about 4 to 4.5 points. The bill now heads to the Senate for consideration.
Argentina presented new proposals at the UN in the Falklands crisis talks and Britain said the ideas were interesting but need a few more days to assess. No new military action was reported as both sides eyed a cease fire and renewed negotiations while Britain claimed dominance near the islands.
Members of the 50 Plus Club at the Hitchcock Center asked an audiologist about a concept called psychological loss of hearing. They also debated the Aiken County Council elections and noted the Senior Citizen Opportunity Council co chairman election. A member suggested electing the County Council, and another observed that Opportunity Council members are on speaking terms.
The county council discussed executive session tapes from February 9. Councilwoman Billie K Trapp pressed for reprimand of Council Clerk Jean Newsome for releasing the tapes, others defended Newsome and no vote on release. Trapp dropped the reprimand request. The council also approved Newsome taking all credited leave time, including 70.5 hours compensatory and 264 hours annual leave, with a Sept. 30 deadline to use most leave.
County Administrator W Scott Barnes unveils a 1982 83 budget totaling 10 394 884 with four focus areas law enforcement jail court functions and public works. Increases total about 617 000 while millage rises to 41 2 with new or increased services and a 4 percent across the board raise. A bond issue would fund 19 patrol cars a detention center van and new equipment for Public Works and Lands.
The Greater North Augusta Chamber of Commerce urges the four existing school administrative areas to govern education locally rather than through the central office. W Hammond Burkhalter leads a year long study for Area No 2 North Augusta, recommending autonomy in instruction discipline and area management with central office mainly handling financing.
Belvedere residents blasted traffic on U S 25 after a student, Chris Gillespie, was hit April 30 while stepping from a bus. the driver fled. Three dozen parents and neighbors urged rerouting to exit on the near curb, add hand signs and high visibility vests, and keep students from crossing busy streets. Officials said routes follow state Education Department rules and driver home locations, leaving little leeway for immediate change.
