Reagan plan proposes end to Social Security earnings test
The proposal aims to curb the cash shortage of the Social Security program by eliminating all earnings restrictions by 1986 for anyone over 65. It targets reversing decades long work trends and saving more than $17 billion from 1982 to 1986. About 1.6 million workers retire on Social Security annually, with at least 60 percent under 65. Congress allowed benefits at 62 starting in 1961, and past data show sharp declines in working men aged 62 to 64 from 1975 onward.
