USDA proposes tighter oversight of Internet dog sales
The USDA would treat breeders with more than four female dogs who sell puppies online by phone or mail as wholesale dealers under the Animal Welfare Act. The change requires such sellers to open facilities for viewing or obtain licenses and undergo inspections, closing a loophole in retail-only inspections. Supporters say it will ensure healthier, well treated dogs. opponents see it as intrusive. Comments on the 60 day proposal are welcome.
