Aiken County Council Accepts 18.1 Million Budget Plan

County Administrator W Scott Barnes presented a balanced 1986 89 budget with an 18.1 million total and 55.4 millage. The increase relies on higher mill value up 13.5 percent to 165 915 per mill and projected rises in fines and fees to 107 000. The plan adds staff including two investigators and a detention officer while excluding Public Service Authority funding for now.

House OKs Nuclear Oversight Committee

The House approved creating an external safety oversight board amid studies showing safety health and environmental issues at plants producing nuclear weapons material. Sen Thurmond met Energy Secretary Herrington to press for a new reactor at the Aiken site to replace 30 year old units with sites eyed in Washington state and Idaho. Herrington plans to report a site choice to Congress by July 3 and the site panel will report to Herrington by July 1.

Crime rise in South Carolina driven by drugs and violence

State study shows a 1.5 percent 1987 crime rise for SC in a third straight year. Drug trafficking activity is cited as a key culprit with murder up 9.6 percent to 319. robbery 25 percent. rape 6.6 percent. Violent crimes total 22,654, while property crimes rise 2 percent. Drug arrests exceed 12,000 with cocaine cases up sharply and heroin/possession up as well.

SRP Officials Cite Funding as Cause of Plant Problems

A Department of Energy safety panel in Washington blamed funding shortages for Savannah River Plant problems. Plant Manager Paul Kaspar and Assistant Manager Mel Sires testified as the advisory committee on nuclear facility safety reviewed oversight, safety, and operations. The panel, formed after a National Academy of Sciences report, adjourned after two days and will reconvene next month at SRP.

Israelis Storm Pro Iranian Guerrilla Bases In Lebanon

Israeli tank forces pushed into southeast Lebanon near the Syrian border and stormed Hezbollah bases in the hills around Maydoun and Ein el Tineh. The assault, supported by heavy artillery, involved about 2,500 troops after night mobilizations and aimed at guerrilla groups blamed for raids into northern Israel. No immediate casualties were reported. two Israeli soldiers and five Arab guerrillas had died in recent infiltrations.
