Aiken County lawmakers are drafting a home rule bill in the state legislature. The measure seeks to empower the county with local governance tools and distinct authority beyond general state statutes.
US Marines detonated CS riot gas charges in a vast cave complex in the Que Son mountains 35 miles southwest of Da Nang. Officers say caves 15 feet high and over 200 feet long could shelter 400 to 500 soldiers, with about 40 North Vietnamese believed to have fled there Sunday.
Superior Court decree ends seven year marriage between actress June Allyson and Glenn Maxwell 43. Judge Byron K. McMillian approved a settlement of about 3000 dollars in debts with Allyson agreeing to pay most. Allyson testified in Santa Ana that irreconcilable differences caused the split after Maxwell’s move from New York.
Apollo 11's three astronauts receive the 1969 Robert J. Collier Trophy for the great U S achievement in aeronautics and astronautics. The National Aeronautic Association selects the winner and the award is presented May 6 at a White House ceremony.
The Army investigative panel charged 12 lower officers and two generals with violating regulations in the My Lai massacre and calls for stronger civilian-military protection training. It also urges revamped reporting to ensure future inquiries surge up the chain of command rather than stall at unit levels. Lt Gen Peers said the probe shows a major tragedy occurred and some details were suppressed from moving upward.
Testimony began in the court martial of Pfc Sylvester Hundley 19 of Aden Ohio accused of unpremeditated murder in the July Camp Lejeune death of Lance Cpl Edward G Blankston of Picayune Mississippi. Conviction cannot yield a death sentence under military law. Hundley is the first Marine tried over the incident.
Cambodian chief of state Prince Sihanouk is reported ousted after demonstrations against North Vietnamese and Viet Cong troops on Cambodian soil. The Cambodian National Assembly named Cheng Heng acting chief until elections, with Lon Nol and Sirik Matak maintaining real power. Sihanouk is said to be in Moscow.
A nine member temporary steering committee appointed at a community meeting last month is drafting a charter to form a volunteer department for the Couchton Montmorenci area. The plan would span the current water district and serve about 400 to 450 homes.

Lee's Discount Department Store, a J. J. Newberry Co. division, will rise on 8.5 acres south of Aiken near Heart of Aiken motel. The 60,000 sq ft beige brick building with aluminum marquee will open with Bi-Lo Supermarket’s 22,500 sq ft unit adjacent, both slated for September 1970. Construction begins next week by Younts Gunter Builders. Alexander and Moorman are the architects. cost about $750,000.
Aiken County debates a council manager system to replace current county government. A seven member elected council would hire a professional administrator to consolidate fiscal offices and oversee taxes, services, and local ordinances. The plan includes referendums and potential statewide adoption.
