A California man, Bobby Van Horn, 24, died after a welding machine fell on him following a fall down a 75 foot elevator shaft on the fifth floor. His uncle, James Van Horn, escaped injury in Williamsburg. Sparks from the machine caused a small fire before the fatal accident.
The South Carolina Supreme Court reaffirmed the death sentence for Ellis Franklin in the 1991 murder of Jennifer Martin in Williamsburg County. Chief Justice Ernest Finney maintained his dissent while the court said it would reconsider the sentence but kept the earlier ruling.

RSA Corporation and Quemetco pleaded guilty in U S Federal Court Indianapolis to conspiracy to violate the Clean Water Act and falsifying documents. They agreed to pay 1.5 million in fines, with up to 5.5 million possible on the original 11 charges. Albert Lospinoso said a decision on the Aiken County plant will come in a month or two.
Aiken County Public School District obtained a temporary restraining order on March 9 to bar Wagener resident Bertha Reagan from contacting Busbee Elementary School by phone, person, or writing. She may only visit in her car to pick up her grandson as a court later considers continuing the injunction at 2 15 p m. The dispute stems from friction over the grandson's special education plan and testing, with Reagan alleging the school refused tests and underfunded services, while the district cites recent incidents requiring police escort.
The city of Aiken will host its annual Town Meeting tonight at 7 p.m. in the Municipal Conference Center. The event reviews city operations and lets residents question municipal leaders about current and future programs.
