In Sandoval Illinois hundreds of drivers queued for blocks as Star service station and Huck's Convenience Store slashed prices from 20 cents to free gas. Leanna Spitler of Odin said the scene was great as she filled her tank amid the chaotic giveaway in the southern village.
COLUMBIA AP South Carolinians will face higher health care costs from a 40 percent rise in liability insurance for most doctors by the Patient's Compensation Fund PCF officials say consumers pay the price. PCF director Cal Stewart notes the increase follows a 1985 study and that PCF rates remain below private firms. PCF is a non profit state agency offering liability coverage above the Joint Underwriters Association's $100,000 to $300,000 level.
The forecast indicates high humidity continuing through the weekend with a 20 percent chance of widely scattered afternoon and evening thunderstorms. Tonight’s low will be in the low 70s. Tomorrow looks partly cloudy and hot with a 20 percent shower chance and a high in the upper 90s. See details on page 3A.

The 15.4 million operating fund is approved as eight members back the final reading, with Medwell Hill guiding cuts to reach balance. A separate county communications department will oversee all county radio dispatching, while the Sheriff retains his law enforcement radio system.

Lawmakers cite optimistic growth, weak enforcement, and potential reserve funds as factors that could push deficits higher. Senate and House action precede August revisions by CBO and OMB.
The International Court of Justice in The Hague ruled that U S backing for the Contras to topple Nicaragua's Sandinista government violated the U N Charter and that the United States must provide reparations, though it denied Nicaragua's 375 million claim. The 15 judges, led by Nagendra Singh, emphasized arming and financing Contras as intervention, while noting the court has no enforcement powers.
