Nairobi broadcast says Idi Amin has arrested additional Britons to face a military tribunal. The radio notes cases could be harsher than Denis Hills who was sentenced to death for describing Amin as a village tyrant. Callaghan demands Hills’ sentence be lifted before travel.
In Beirut shops offices and schools closed as mortar and machine gun battles between Muslims and Christians continued for the fourth day. The government called the situation deteriorating rapidly with at least 21 dead and more than 50 wounded. Residents fled battle zones while others were pinned down by gunfire and grenade blasts amid running out of food.
West Germany and Brazil sign a $4 billion plus peaceful nuclear cooperation pact amid US concerns. The agreement bars Brazil from using German tech for bombs and authorizes German reactor exports and uranium processing equipment. Signed by Brazilian Foreign Minister Antonio Azevedo de Silveira and West German Foreign Minister Hans-Dietrich Genscher.

Kenneth Donaldson, a 67 year old former carpenter from York Pennsylvania, won a Supreme Court ruling that states cannot confine a mental patient without treatment if the person is not a danger to self or others. The decision marks a historic milestone in mental hospital reform.
Forest L. Kirby told a public meeting that former Finance Director James A. Donovan failed to file a revenue sharing form risking 628,500 in funds. Donovan disputed negligence, saying he handed the form to the clerk before leaving and that officials later filed it to secure a Washington extension.
Former South Carolina State Sen. Edgar Brown, aged 86 and known as the Bishop of Barnwell, died after a car collision near Barnwell. A memorial service is set in the State House chamber in Columbia, followed by graveside rites in Barnwell.
