PSA approves 11th hour rate study amid funding debates
The Public Service Authority narrowly backs a rate study by 4 to 3 with critics calling parts late and risky. Projections shift scavenger waste revenues into depreciation and contingency funds, possibly lowering sewage rates to about 0.51 per 1000 gallons but risking a 22 cent rise if profits sour. County Council votes on July 9.
