President Carter arrived in Belgrade and reaffirmed US support for a strong independent non aligned Yugoslavia. He paid tribute to Josip Broz Tito, laid a wreath at his tomb, and praised Tito as one of the great leaders of the 20th century.
The Kremlin says about 10 percent of its 85,000 Afghan troops are leaving along with 108 tanks, with no plan to pull out the rest. President Carter calls the move meaningful only if it leads to total permanent withdrawal. Radio Moscow cites Tass on a partial pullout.
