Medicaid reform yields small savings in South Carolina
South Carolina Health and Human Services has implemented one of three audit recommendations from 2001. The Legislative Audit Council praised savings from changing eligibility determinations but noted lack of progress on expanding managed care and premium payment programs. HMOs enrollment rose 74 percent and PEPs 25 percent since 2001. The department plans to add more HMOs and pursue alternative management models while keeping voluntary programs.
