Nine Year Plan Aims to Cut Dropouts in South Carolina
State Superintendent Cyril Busbee describes the five year plan for public schools as practical and realistic. He notes progress such as dropouts dropping from 13 000 in 1970 to about 7000 and a 25 percent fall in first grade failures. He cites tests showing 39.5 percent of students in the lowest national quartile. Funding concerns for new vocational centers are raised.
