California property tax limits spark debate and wage claims
The Jarvis initiative would roll back assessments to 1975 figures and cap annual increases at two percent unless property is sold. It could cut average California property taxes from 1400 to 600, reducing school and local government revenues from 12 billion to 5 billion and potentially laying off up to 300000 workers. Critics led by Gov Edmund Brown Jr say programs for the poor would suffer, though Brown vows to implement if voters approve without raising other taxes.
