The Columbia National Weather Service picnic at Lake Murray drew about 50 people when dark clouds brought rain. Chief meteorologist John Purvis said he was playing horseshoes and got sprinkled, while forecasters had predicted a chance of showers and thunder.
Afternoon and evening thundershowers are possible with a 30 percent chance today and tomorrow. Highs near 90 degrees both days, and tonight's low around 70 degrees.
The S.C. Attorney General and Rep. Irene Rudnick say a $30,000 county grant to the North Augusta Chamber of Commerce violates Article 10, Section 6 of the State Constitution. The opinion urges the Aiken County Board of Commissioners to study the ruling, while noting it does not have force of law.

At a breakfast with Prime Minister Demirel the dialogue focused on restarting U S bases in Turkey with steps beyond stopgap measures. Ford declared efforts to remove roadblocks and strengthen U S Turkish ties while Kissinger framed the talks as aiming for a radical solution. The day included EU talks and Brezhnev meetings.
U S intelligence reports Moscow moving to replace Washington as Turkey's arms supplier. Soviet reps may demonstrate MI8 Hip helicopters in Turkey within months as Turkey shifts away from U S equipment after Congress kept the embargo on arms shipments. An economic pact between Russia and Turkey, worth about 600 to 700 million dollars, underscores Moscow's bid to exploit the U S Turkish split following the Cyprus invasion and embargo.
A hearing in Columbia on August 21 will consider injunctive relief in the Aiken County sterilization case. The High Flight Foundation led by Col. James B. Irwin brings a mobile space museum to Savannah River Plant and Aiken with a lunar rock sample. Ceremonies start at 4 p.m. at Park Avenue and Laurens Street, then displays run 10 a.m. to 8 p.m. through Saturday, followed by Bethel Baptist Church on Sunday. Dr. William H. Rittenhouse and Rev. Carl E. Hayes will speak at 11 a.m. and 7:30 p.m. respectively.
The U S Army Corps of Engineers will start a 12 to 15 month study in the Aiken area to qualify the city for the National Flood Insurance Program. The study outlines flood hazard maps and required local flood management measures before insurance sales begin.
Aiken County moves to a council administrator system as outlined in the Home Rule Act. The three to twelve member council will set policy and hire an administrator to run day to day operations and county employees. Senator Gilbert E. McMillan supports the change noting growing pains but says they are past. Other counties with similar forms include Beaufort Charleston Cherokee Chesterfield Clarendon Dorchester Edgefield Fairfield Florence Greenville Hampton Jasper Kershaw Lee Lancaster Lexington Newberry Pickens Richland Spartanburg Sumter.
Counties adopting the council administrator form shall have 3 to 12 elected members serving two or four year terms. The council hires an administrator as head of all county departments. employment based on qualifications, may be for a definite term, and removal includes a written statement and public hearing.
