U.S. officials say El Salvador's military still commits serious human rights abuses yet enough progress exists to justify renewal of aid. They cite killings of noncombatants and POWs as ongoing issues while noting improvements warrant certification due by Wednesday.
The Aiken County School Board will hear a resolution to issue and sell 1,375,000 in school building bonds of 1982. A nine member advisory committee will guide planning with bids eight months out and construction starting within ten months, aiming for a three year total from now to occupancy.
