Tropical Storm Cristobal formed off the Southeast seaboard bringing rain to the parched eastern Carolinas. The center was about 100 miles east of Charleston and moving northeast at 7 mph with warnings from South Santee River to the North Carolina Virginia line as flood advisories spread.
